Many nonprofit leaders still believe that their contact with those in government has no political connotation. Interaction is an immaculate conception—nothing naughty happens, but something productive is expected to gestate. Thus nonprofit heads convince themselves that harassing state legislators is somehow removed from public affairs. Although part of the illusion that involvement with government is apolitical can be attributed to the substantive mission of the nonprofit, the lack of resources, the lack of interest in politics, or even the distaste for government, another source of the attitude of nonprofits toward government is section 501c3 of the Internal Revenue Code.

Government sometimes goes a step farther and helps to create interest groups where it sees a need, or in the language of regulation, where it senses that there has been market failure. A classic example is the Department of Agriculture’s nurturing of farm groups in the early part of the twentieth century. The Smith-Lever Act created a grant program to further the education of farmers in their local areas and designated local farm groups as an appropriate recipient of such funds. 34 The government, when it believes that a sector is systematically underrepresented, has sometimes acted to promote and support its participation.

The reality is that the research has cast a wide net across all sectors, thus not selecting out the groups to be studied. It fails to show much activity by 501c3 nonprofits.
